New Lottery rules.
1. Lottery teams are given equal odds, and you draw for all 14 slots.
2. If you're in the lottery for 5 years, and/or If you are bottom 5 for 2 years, odds are halved.
4. Penalties from above two conditions stack.
5. Lottery chance penalties are split evenly amongst playoff teams.
