From this video it's very clear that the killing of Rene Good was murder. She was driving very slowly, and trying to drive around ICE paramilitaries.
We've analysed this video of the shooting of Renee Nicole Good yesterday in Minneapolis frame-by-frame to highlight the positioning of the gun and phone in the ICE agent's hands.

This slow-motion video proves that ICE thug, JONATHAN ROSS, placed himself in front of the car as it started to move, had plenty of room & time to step aside (and in fact did so), but nevertheless shot and killed Rene Nicole Good.
