Nice is high on my list too, BTW. Such a livable city, strangely-easy to get around in, plus super-close to a LOT of affordable ski resorts.

I think US citizens, especially business & political leaders, should spend extensive time abroad (including EU and China) to get an idea of what's possible. Also - they should see both large cities like Berlin (where bikes are a HUGE modal share) but also small ones too.
