PS:

Echte Angst! ☝️🤷‍♂️

Let me refer to Christian Mölling who states that it seems reckless to a point where it is self-inflicted pain, to enter an agreement with a party that notoriously breaks the agreements they enter. Any agreement requires a significant safety margin.

I am not sure that it is that common. Japan has certain limitations, but I believe they are self imposed. Not contractually imposed.
The agreement is only void when the Russian actually attack. Then it might be too late to ramp up.
What is needed does also depend on Ukraines security warranties.

Please forget this nonsense. Russia will not sign. It can’t sign. It constitution says that 4 provinces in Ukraine belong to Russia. There can be no cap on soldier. In case of threat by Russia Ukraine needs to be able to ramp up to what is needed. Currently it is 1. Mio men.

Probably correct. But I guess under the circumstances this is pretty ok, given that the original version was unacceptable to Ukraine. Nobody believes there can be peace as long as Russia believes they are making progress on the ground.

Which effect does this have on the statement?
