The waiting period referenced is before they can naturalize, which is to apply for citizenship. They are colloquially known as "green card" holders.

You are correct. This is a person who has been vetted by immigration officials, has a lawful long-term status with rights to work, travel domestically and internationally, etc. It is one step below citizenship - LPRs have a waiting period (3 or 5 years, depending on how they obtained their LPR).
