If you treat the deployed minion like The Enemy- their training kicks in and they act like you're combatants. If you treat them like people, and mostly ignore them, they get confused.

But if they start shit, be the immovable object.

Ask them if they're being given adequate food and shelter while being deployed in another state. Say things like "This isn't a war zone, no one should be suffering".

Make a pop-up food bank for non-perishables at your protest, and give food to the illegally deployed. Have "how to refuse an illegal order" flyers to hand out.

Offer them sandwiches, hydration, other safe food items. Ask them if this is what they thought serving their country would look like.

The National Guard is likely NOT getting paid (Gov shutdown). Many NG members are ALSO on SNAP benefits, which don't stretch far, especially if your paycheck goes away.

This means that a HIGHLY effective protest strategy could be FOOD and KINDNESS.
