Either of these two technologies could be made workable within a decade or so with a concerted effort. There are potential complications and no guarantees. But the odds are good, again, with effort.

But the Capitalist Class doesn't do effort anymore. So, Mars is perpetually 20 years away.

(1) Centripetal "gravity" via spinning up the spacecraft. You have seen this in movies, but we've never done it.

(2) A faster transit via nuclear thermal rockets. NTRs were abandoned for good reason back in the 1970s, but we have new materials that should make it feasible.

Outside of cities:
Whatever people spoke befote the empire, e.g., lots of Celtic languages in the West, Aramaic in Syria and Palestine, Coptic in Egypt, Greek in Greece and much of Anatolia, etc.

The ruling class collectively goes all-in on some absolute non-sense and then starts attacking, en masse, people with real jobs who literally cannot validate the non-sense while also getting their jobs done.
