Hux is even set up in Force Awakens as the biggest bad guy (I mean it's him, not Snoke or Kylo, giving the frothing villain speech before blowing up a planet).

Also, the ending of Last Jedi does not suggest Kylo Ren is becoming more evil, it suggests he's starting to get that evil hasn't gotten him anything. Hux is being set up as the final bad guy.
