The idea that bike lanes are in conflict with these things is just so stupid.

Assuming Xavier is part of a family of four (2 parents+1 sibling), it would cost them $11+$11+$5.50=$27.50 to visit him in hospital for 2 hours on a weekday, even at off peak times, even if they lived one station away in North Melbourne.

Very odd to summarize this as "concern over new bike lanes", given that bike lanes make it at least somewhat harder.
