I think they should add an arrow pointing to the arrow that points to the flush. I was trying to find the flush, so I didn't notice the arrow.
Why is the arrow necessary? Is it needed for everyone? Does it fix the problem? is there a better place for the arrow? Where? #design is so fun sometimes.

This new EU report Education and Training Monitor 2025 is begging for dot plots, page after page, and no one paid attention. Such a lost opportunity. Here is a quick redesign of one page.
