Honestly, the degree to which you can understand a LOT of Roman decision-making in the Middle Republic by just asking, "what serves to maximize military power in the medium- and long-term?" speaks to the relatively strategic way the Romans made decisions.

Turns out that if you want to actually know stuff, at some point you’re going to have to do the work yourself, or you’re just cosplaying expertise. It’s selling a shortcut that is at best a simulacrum of knowledge.
