I feel like the better solution to this is to just design our roads in a way that high speed traffic is segregated from pedestrians, and then to use road design to limit the speed of cars on mixed-mode streets.

not to say that banning explicit works is ideal either, just that these rules are so absurdly broad they could be used to ban pretty much anything
