So Pakistan is *paying* Qatar to *not* deliver LNG because even including this penalty payment their solar PV and battery spending is much better value for money and saves them billions.

It's going to be difficult--hedge funds are good at hiding stuff. Not something I have ever tracked, but the FED does track treasuries, obviously, and may track weird transactions as well. The problem is it's the Fed, and finding stuff is a nightmare. The NY Fed might be a better bet.
