Why is ICE not affected by the shutdown? Our own military is going without pay and these guys are getting bonuses. What are laws?

Why is the Supreme fast tracking ALL of trumps cases? The last four years they did everything they could to avoid and stall all of the cases prosecuting Trump. They are no longer our last hope. All is already lost.
