It is important to recognize that there is a thing called neoliberal state and neoliberalism is not classical liberalism. Also neomercantilism largely remains within the neoliberal governmentality/episteme as it deploys economic incentives to govern citizenry, even if meddles with macro levers.

There is a robust literature on neoliberal authoritarianism as well as the relationship between neoliberalism and authoritarianism. Having said that I think neomercantilism in its variants as a postneoliberal phenomenon is worth using to understand late Erdogan.
