Verträge, die zum Tagesgeschäft oder zur Umsetzung bestehender Gesetze gehören, können direkt vom Ministerium abgeschlossen werden.

A black and white photo of four little boys, playing around with a metal fire escape in Harlem, New York City in 1950. Three of the four little boys appear to be of Latino descent, and one is Black. The Latino boys look as though they just got out of church, as that they are wearing button-down shirts, trousers and dress shoes. The Black boy is wearing a T-shirt and dungarees, so maybe this is instance of late-afternoon play, with him being joined by his friends after afternoon mass. Two of the Latino boys are using the stairs of apartment buildings to climb up onto the landing of the fire escape (which is situated between them), with the third actually standing on a window ledge. The Black boy is on the ground between the sets of stairs, holding on to a rope that has been tied to grate of the fire escape, looking like he's trying to suspend himself enough to swing on it.
