I'm not surprised. I'm heartbroken. Dropped 19 places in one year, putting the US below some of the most oppressive countries in the Middle East and only 11 places above Russia.

RIF stands for Reduction in Force. It's a US federal govt process to permanently eliminate civilian jobs due to funding cuts, reorganizations, or reduced work. Employees get ranked by service/performance, 60-day notice, severance up to 52 weeks' pay, but no job guarantee after.
