When people are forcibly displaced, they often lose critical documents — driver’s licenses, Social Security cards, birth certificates, and more. Without these records, another barrier rises: no job, no assistance. Even the irreplaceable — sentimental photos, a family Bible, a loved one’s ashes — can be destroyed without a second thought. The message is unmistakable: if you are poor enough to lose your home, the state will take your dignity with it.

Daily “caravan sweeps” in places like Louisville’s Portland neighborhood give people five minutes to gather their only possessions — medications, documents, court papers, — before bulldozers and police trucks roll in to destroy their shelter and take what little they have to a dump. Legal identification, birth certificates, prescriptions, everything they have managed to hold on to, discarded without compassion. Without ID, people cannot get housing, cannot get services, can’t get help. This is active harm. This is active cruelty. This is an active cycle. This is the truth about HB5.

This is why we do what we do. This is also why we refer to IDs as #IDsForLife.
A significant complicating factor for Sliwa is the paperwork. He lost his ID a few months ago while living at Old Tent City, and he was born at a military base in Germany. Obtaining a replacement birth certificate could take nearly a year. Without that, work and housing will be hard to secure through formal routes.

Almost two thirds (62%) of Latine Californians mentioned not receiving help from a case manager or housing navigator as a major barrier to regaining housing. Several barriers to housing were more commonly cited by Latine Californians than white Californians, including lacking documents and facing discrimination. Sixty percent of Latine Californians cited lacking documents (e.g., proof of identification or income) as a major barrier, slightly higher than Black non-Latine Californians (48%), non-white non-Latine Californians (47%), and white non-Latine Californians (50%).
