California - Sierra Club Backs West-Wide Governance Pathways Initiative to Promote Clean Energy
California – As wildfire risks escalate and record summer heat persists, the Sierra Club has announced its backing for the West-Wide Governance Pathways Initiative. Following careful review and discussions with various stakeholders, the organization believes this initiative presents a significant opportunity to promote clean energy through collaborative regional efforts.
Currently, the California Independent System Operator (CAISO) manages the Western Energy Imbalance Market, encompassing numerous western utilities, California’s electricity grid, and its wholesale market. In 2026, CAISO will introduce an Extended Day-Ahead Market (EDAM), designed to bolster grid stability, maximize the integration of clean energy sources, and reduce the operational frequency of fossil fuel power plants like coal and gas. The Pathways Initiative seeks to expand EDAM’s reach by engaging additional Western utilities and establishing a unified governance structure, facilitating daily energy trading across a wider region.
A larger, CAISO-led regional market offers several key environmental advantages. These include reducing pollution and avoiding substantial annual CO2 emissions, accelerating the adoption of clean energy sources like wind power from the Rocky Mountains, hydropower from the Pacific Northwest, and solar energy from the Southwest. The initiative facilitates efficient hydropower usage from the Northwest while providing operational flexibility to protect endangered salmon and steelhead populations. Furthermore, it encourages a decline in reliance on coal and gas plants and promotes optimized renewable resource development through coordinated regional planning.
"The Pathways Initiative has the potential to foster collaboration among western utilities and states using the CAISO Extended Day-Ahead Market," stated Robin Everett, Deputy Director of Sierra Club’s Beyond Coal Campaign. “Regional cooperation is vital for developing and deploying clean energy effectively and affordably to combat climate change.” Everett added, "A shared governance framework represents a positive step towards the renewable energy transition our planet urgently needs."
Bill Arthur, Chair of the Sierra Club’s Snake/Columbia River Salmon Campaign, emphasized the broader benefits, stating, "This Initiative would create a more efficient market that benefits consumers throughout the Northwest, encourages renewable energy growth while minimizing unnecessary infrastructure investment, and offers flexibility for managing the hydropower system to safeguard endangered salmon and steelhead.”
