This isn’t quite my criticism of season four but it is quite similar to it. Fundamentally I think season four is very confused with what it’s doing with Kuvira. She has the aesthetics of fascism which codes as bad (good for the show!) BUT so many of Kuvira’s actions in the show seem reasonable:

There's a great piece on Ao3 where someone wrote a historical analysis of United Republic wargames of the Earth Empire invasion, where the main problem is that holding off Kuvira is dependent on the Fire Nation turning up and *that is not guaranteed*

I think my top 3 picks that seem like no-brainer MUST picks to add to the roster would be...

Kuvira, Zaheer, and Avatar Kiyoshi.

I don't say Toph or Azula bc there is NO SHOT that they aren't going to be on the roster on day one, right? 😅

It's what make the Fire Nation, Zaheer, and Kuvira interesting antagonists: they're not dumb. The heroes have to overcome them by being clever. It also raises the tension because sometimes they do lose and have to recover from that.

actually, the prominent example for me is the end of korra when she sits kuvira down for a talk and concludes that she's a fascist dictator because of her parental abandonment trauma... it stuck with me as a character-flattening moment, that everything could be traced back to this one core trauma

Kuvira is a mid season villain. She should have been like an Azula. Gets introduced at the end of season 1, does a lot of heavy lifting in a second season, takes a major back seat in a third season. If they want to have her in a fourth, she could play support.
