I'd go further and say that everything west of 81 is Western NY - including Ithaca/Finger Lakes, Rochester, Corning, Geneseo, Buffalo, etc. To me, "upstate" is east - Albany, Adirondacks, Saratoga, Plattsburgh, only as far west as Potsdam.
