His original direction from Miyamoto was to deliver a plain masculine voice for Mario. Charles was so hopped up on coke that he gave an insane, over the top, enthusiastic line delivery. Unfortunately they had limited recording time, they couldn't re-record, so they had to use it. The rest is history
