Officers responded to a call about a man who was allegedly hitting passing cars with a metal pole; a struggle ensued when the man tried to grab an officer's gun.

The investigation may not be complete, but we do know that Mr. Johnson was alive when 3 PPB officers with 2.92, 2.53, and 1.83 years of experience entered his residence for a "welfare check" and he died shortly thereafter.

Here is what Randall's body worn camera was showing during the takedown, Babasin's taser usage, and Babasin whacking the individual's head with her taser.

Officers Randall and Babasin stood outside the bathroom for 12 minutes 45 seconds, whispering and possibly coming up with a plan to take the man into custody.

They did not ask for backup, apparently.

At 10:28:57 on his body cam timestamp, Randall says "Oh yeah, sixty one" as he grabs the person coming out of the bathroom.

Two seconds later, the pipe the person had been carrying can be heard falling to the ground.

The officers had been waiting about 12 minutes 45 seconds for him to emerge.

Body worn camera footage isn't all it's cracked up to be.

Officer Randall's BWC fell off and is pointed up to the tree tops and clouds.

Officer Babasin's camera (which was turned on and off multiple times) is too close to the person she is apprehending.

ICE abducted a 15-year-old autistic boy during a bathroom break and kept him hidden for nearly a week.
His mother thought he was missing. Even local police couldn’t find him because ICE never told anyone they had him.

He was selling fruit with his mom when he asked to use the restroom.

Here's the checklist for when law enforcement may use tear gas in Oregon during "crowd management."
(3)A law enforcement agency may not use tear gas for crowd management except when:
(a)The use is objectively reasonable by law enforcement to:
(A)Defend against a threat to life or serious bodily injury to any individual, including any peace officer; or
(B)Bring an objectively dangerous and unlawful situation safely and effectively under control;
(b)A commanding officer authorizes the use of tear gas;
(c)De-escalation techniques or other alternatives to force have been attempted, when reasonable, and failed; and
(d)The law enforcement agency has done the following, in the following order:
(A)Announced the agency’s intent to use tear gas;
(B)Allowed sufficient time for individuals to evacuate the area; and
(C)Announced a second time, immediately before using the tear gas, the agency’s intent to use tear gas.

(g)“Tear gas” means oleoresin capsicum or orthochlorobenzalmalononitrile, or other similar chemicals meant to accomplish the same effect, administered by any shell, cartridge or bomb capable of being discharged or exploded, when the discharge or explosion will cause or permit the release or emission of the chemicals.

Oregon's laws exclude tear gas from the definition of “Handheld chemical incapacitant” because ... ???
(1)As used in this section:
(a)“Crowd management” means a public security practice in which crowds are managed to prevent the outbreak of crowd crushes, affrays, fights or riots, or in which an assembly, protest or demonstration is dispersed.
(b)Intentionally left blank —Ed.
(A)“Handheld chemical incapacitant” means the following, together or separately:
(i)Handheld munitions and devices specifically designed to cause temporary pain, temporary irritation, temporary disruption of vital processes, temporary incapacitation, temporary disability or permanent harm through the toxic properties of toxic chemicals, or their precursors, that would be released as a result of the employment of the handheld munitions and devices; and
(ii)Any equipment specifically designed for use directly in connection with the employment of handheld munitions and devices as described in sub-subparagraph (i) of this subparagraph.
(B)“Handheld chemical incapacitant” does not include tear gas.
