According to my parents who were in the army at the time, this happened during the first government shutdown under Carter, then everyone realized what a horrible idea it was not to pay soldiers. This is the first time in decades that no allowance has been made for military pay.

YouTube just recommended a channel called 1984 Lore that's devoted to sussing out all the details Orwell ellided, and this just reinforces my conviction that talking about fiction in terms of "lore" is the antithesis of critical thinking.
