Can't just start shooting just cuz. They need an imminent threat of serious bodily harm or death to themselves or others before they do that. Shooting needs to be legally justified, else it won't go well for the department.

Were the cops deliberately targeted, or just collateral damage? The chief did not make that clear. The fact that at least 27 cops were affected argues for deliberate targeting, but that's not entirely clear.
