The enemies that are necessary to invoke the Insurrection Act just don't exist. It is necessary for Trump to create them to justify invoking the Insurrection Act. I can't bring myself to say he's not stupid, but he's certainly more venal than smart. My hat's off to the Portland Frog and Friends.

And it's an MOU at this point - no money has changed hands.

Also, Russia's NSR is ~3500 miles long. They have 41 icebreakers for commercial traffic, military, etc. The total Arctic coastline of Alaska is ~1000 miles. An aweful lot of traffic through the Bering Strait avoids US water entirely.
