BREAKING: A federal judge in Minnesota barred immigration agents from retaliating against people peacefully protesting. He ordered agents not use pepper spray or other crowd control tools in response to protected speech, and not stop or detain protesters in vehicles.

The only lawless behavior I see in this video is ICE harassing and threatening people for no good reason.

ICE authority is limited by federal law. They exist for immigration enforcement only. They do not have general police powers. (8 U.S.C. § 1357)
