As a Norwegian:
No. He doesn't deserve it. He literally renamed the DoD into the Department of War.

He's currently waging war against his own citizens, that alone should be a hard disqualification from even being considered.

My assumption is that the devs never intended for the villager farming and such to happen, but as always the players found the most optimal way to do things
