If by 'Ethnostate' you mean a state that gives preferential treatment to a subset of its citizens based on ethnicity, then yes, absolutely.
But if you just mean "a state with an ethnic majority" then I think Mamdani's formulation of "there is no right to be an ethnostate" is distinct and better.
