I realize these papers have been flying, so for folks trying to keep up with this, the short version is that the guy running (remnant) USAID for Trump has been dragging his feet to not implement a court order to unfreeze funding. And now he suddenly says it simply cannot be done at all.
Fed. judge who ordered foreign aid funding unfrozen for work completed prior to a TRO issued February 13 will not stay enforcement of order to disburse those funds by midnight.
Notes that gov't had 13 days to comply and is only now raising claim it cannot.
