It's like they discover some really cool, easy way for the government to do something and think everyone before them must have been an idiot not to do it that way. The concept that it might be illegal precisely because it is an easy way for the government to do things never occurs.
this is a general warrant and it's specifically the kind of warrant the framers passed the 4th amendment to outlaw
