She DOES use it. It's in the credits of her Netflix shows. It says Executive Producer, Meghan, Duchess of Sussex. She just doesn't use the HRH for her commercial ventures.

I remember there being some controversy around her styling when they agreed to not use the HRH. That, without the HRH, their proposed styling for her would imply that she's divorced....I don't recall them ever resolving that.

If you look at the credits on Netflix, it just says Meghan, Duchess of Sussex. I think the THE only comes into play if she were to just use her title without her first name. Eg. Fergie is Sarah, Duchess of York, but wouldn't be called THE Duchess of York. Meghan is HRH, The Duchess of Sussex.

Meghan didn't just do Vogue during her maternity leave. She also curated the capsule collection for SmartWorks - not a small undertaking. I'd hazard a guess that all the work she put into those 2 projects FAR exceeds the cumulative time taken on 42 engagements!
