Well in X the cling is baseline but the airdash is an upgrade (in X1 the ground dash is an upgrade but becomes baseline in later games)
But in your game, whatever makes sense is probably best! upgrades do feel nice.

The Megaman X games, especially after introducing the airdash in X2 and doublejump in X4 are i think the peak of acrobatic 2D platforming.
