This law was enacted before Arizona was a state and before women had the right to vote.

Effectively, conservative justices in Arizona are using a law designed in a completely different political system to prohibit women from accessing abortion.
Breaking News: Arizona’s highest court upheld an 1864 law that bans nearly all abortions, but put the decision on hold for further challenges. The court said the law, which had been moribund under Roe v. Wade, could now be enforced.
