It is unbelievable to me that brown ppl will work for ICE. So, do they have a safe word when they're out in public, in case their own masked ppl try to grab them?

He does not have the constitutional right to do. Elections are run by each state autonomously. Anything he tries to do will be challenged in court. The SCOTUS… well, who knows? Six don’t believe in our constitution anymore.
