The Beach Cities does have youth gangs who use e-bikes. But passerby may not be able to tell the difference between them and the vast majority of teens going about their business.

Someone will try to use this incident to demonize scooters, or bike paths, or 7 year olds, but, it sounds to me like an “inherent risk” situation, where traversing on two wheels along with others doing the same will, inevitably, result in a certain level of mayhem. Very sad outcome in this case -
