I am absolutely on your side that the number that game any social assistance programs is so small as to not even be worried about.

As to the second part, there are people that don't get pay cheques that need that food, if they are going and taking it to give themselves a "buffer" they are vile.

I get that, but this massive influx suggests very few of them have any buffer at all, which I find strange. At most they have missed a single pay cheque. And if they are every 2 weeks, not even a whole pay cheque.
