Yesterday, five-year-old Liam and his dad Adrian were released from Dilley detention center. I picked them up last night and escorted them back to Minnesota this morning.

Liam is now home. With his hat and his backpack.

DHS doesn’t even bother trying to lie well. The man whose skull was shattered told the hospital he’d been struck by ICE officers, an ICE officer told hospital staff the guy “got his sh*t rocked,” then when it became clear how badly he was injured, they claimed he deliberately ran into a wall.
ICE's account of how he was hurt evolved during the time that federal officers were at his bedside. At least one ICE officer told caregivers that Castañeda Mondragón "got his (expletive) rocked" after his Jan. 8 arrest near a St. Paul shopping center, the court filings and a hospital staff member said. His arrest happened a day after the first of two fatal shootings in Minneapolis by immigration officers. The Department of Homeland Security, which includes ICE, did not respond to repeated requests for comment on his injuries. A deportation officer skirted the issue in the court documents, saying that during the intake process at an ICE detention center, it was determined he "had a head injury that required emergency medical treatment." But staff members at Hennepin County Medical Center determined that could not possibly account for the fractures and bleeding throughout the man's 31-year-old's brain, said three nurses familiar with the case. "It was laughable, if there was something to laugh about," said one of the nurses, who spoke to The Associated Press on the condition of anonymity because they were not authorized to discuss patient care. "There was no way this person ran headfirst into a wall." Castañeda Mondragón was alert and speaking, telling staff he was "dragged and mistreated by federal agents," though his condition quickly deteriorated, the documents said. The following week, a Jan. 16 court filing described his condition as minimally responsive and communicative, disoriented and heavily sedated.

🚨HOLY CRAP. An ICE whistleblower just revealed a secret memo authorizing ICE officers to break into homes without a judicial warrant, which DHS's own legal training materials say is unconstitutional!

ICE then hid the memo from the public, passing it along by word of mouth and private conversation.
The Gravamen of the Disclosure 4. The gravamen of the disclosure is as follows: a. By memorandum dated May 12, 2025 (“the May 12 Memo”), Acting ICE Director Todd Lyons authorizes ICE agents to forcibly enter into certain people’s homes without a judicial warrant, consent, or an emergency. b. Specifically, in the May 12 Memo, the Acting ICE Director authorized ICE Agents to rely on Form I-205 (which is not a judicial warrant) to enter the residence of an alien subject to a final order of deportation, without consent, including by “a necessary and reasonable amount of force.”2c. While addressed to “All ICE Personnel,” in practice the May 12 Memo has not been formally distributed to all personnel. Instead, the May 12 Memo has been provided to select DHS officials who are then directed to verbally brief the new policy for action. Those supervisors then show the Memo to some employees, like our clients, and direct them to read the Memo and return it to the supervisor.

H.R. 1 provides $45 billion for building new immigration detention centers, including family detention facilities. When averaged out over the next 51 months, this constitutes an additional $10.6 billion for detention per year through Fiscal Year 2029, bringing ICE’s total detention budget to a minimum of $14 billion per year. This amount represents a 308 percent increase on an annual basis over ICE’s FY 2024 detention budget. By comparison, the entire Federal Bureau of Prison’s budget was $8.6 billion in FY 2025. The overwhelming majority of the funding for ICE detention will likely go to private companies contracted to build and run detention facilities. Based on an estimate of detention costs that ICE provided to Congress in January 2025, we estimate that an additional $10.6 billion per year could likely fund an increase in ICE detention to at least 116,000 beds, with $6 billion per year spent on contracting with existing detention centers and $8 billion per year spent on building and operating new “soft-sided” detention camps consisting primarily of tents and trailers.
