If you're a small airport and you're going to spend $10,000 on a visibility sensor or $30,000 on a ceilometer, why are you only using a Davis Vantage Pro2 for all of your other readings?
Just go for a basic FAA AWOS at that point and provide actual METAR, not just advisory data.

Remember: Blizzard conditions mean that a combination of snow and wind gusts of at least 35 miles per hour will bring visibility to less than 1/4 mile.
If this is consistently occurring for 3 or more hours, then you have a blizzard.
