Which was Akiva's point! That the sports have policies, which is better than the government pushing their own policies.

Seriously, he said "once you hit the level where scouting and scholarships are a thing, there needs to be a policy to handle this particular outlier, and the sports can do it"

She jumped in the plant and promptly got digging zoomies.
