Yes, "Fascist" is often used the same way "Communist" is used by the Right as "anybody I don't agree with", to quote the late humorist and academic Richard Armour.

But Donald Trump's behavior is so clearly Fascistic that even Mike Godwin, creator of "Godwin's Law", said Trump deserves the term.
