The money belongs to Venezuela,from its own resources and diverted from Venezuelan treasury. It's not input 60%,as suggested it, but 100%. It is neither legal to retain it in Qatar under a personal account, nor in the US Treasury, as others propose. It doesn't belong to them.It's from Venezuela.
