The US is pursuing "energy dominance" and forcing allies to buy US oil and gas. And, yet, China is beating the US on energy exports.

But some balancing acts were not credible:
> claim resistance to US pressure on EU regulations, while slashing regulations that were heralded as fundamental just a few years back?
> rightly condemn dependence on RU fossil fuels as a liability, while promising a surge in imports of US fossil fuels?

On industrial policy, VDL announced an upcoming Industrial Accelerator Act, but we'll need to see what that entails.
elisabettaco.bsky.social
She also stuck to the phase-out of internal combustion engines -- not a give, as that was sure to irk some of her allies (yes, EPP head Manfred Weber still does not seem willing to reckon that EVs taking over the car market is not only desirable but also inevitable)
elisabettaco.bsky.social
On the positive (and concrete) side, VDL showed her commitment to strengthening the European grid through 'energy highways'.
elisabettaco.bsky.social
This was surprising to me, given the necessarily big focus on the tense geopolitical situation. If even 'allies' are trampling the rules-based order and walking back on climate commitments, it's all the more important for the EU to lead a coalition of countries that take seriously all of the above.
elisabettaco.bsky.social
... But VDL did not seize the occasion to argue that we need to pursue climate action for strategic reasons: for the fate of the climate, yes, but also to reassure investors in everything decarbonisation.
elisabettaco.bsky.social
Gone are the days of portraying the Green Deal as Europe's growth strategy: VDL was essentially hiding her green agenda in the speech. It was good to see her state the EU should stay the course on climate goals, and support ambitious 2040 climate targets....

It was a pleasure to dissect the energy and climate bits in Ursula von der Leyen's State of the EU speech with @kirataylor.bsky.social.

❗ Amid a tense geopolitical and trade situation, climate and energy took a less prominent role in the State of the EU than previously. But there were still concrete pointers and hints as to what to expect. Elisabetta Cornago joined me on The Jolt to dig into them

The EU long championed the idea of "responsibility to protect": that bystander countries should act to prevent atrocities such as genocide happening elsewhere.
It instructed its diplomats on what to watch for and what to do.
So what went wrong?

"In 1st-best world of free trade and market competition, the dynamism of the US approach should win every time. In the current 2nd-best world of protectionism and economic statecraft, China’s planned approach still carries significant costs, but the benefits are also easier to discern."
China Came Ready for This Trade Fight, and the US Has a Lot to Learn
US dynamism gave it an edge in a free-trade world, but China has spent decades planning for the new reality.

Great article: "the fires we’re seeing are the result of decades of rural exodus and the absence of forest management". And: "Prevention ... means creating diverse landscapes, felling trees to create fire breaks, and developing a rural policy that ensures farmers and shepherds can make a living."

It seems that in MAGA America, some clean techs - linear generators, geothermal energy, fuel cells, nuclear power - are more appealing than others: "A new wave of clean-energy innovation is building. Donald Trump’s attacks on wind and solar will not stop it" www.economist.com/business/202...

Since 1990, carbon intensity of industry in EU candidate countries has come down, but in 2022 it remains well above the EU-27 average in most candidate countries.

Carbon pricing is a work-in-progress among EU candidate countries: few have already implemented it, and progress in establishing the regulatory framework to join the EU ETS is slow.
