I think the scariest thing in the game can be equated to “walk down this dark hallway for a bit” and it doesn’t *try* to scare you so not really a “spooky game” but still a banger

Outer Wilds has a fair bit of existential dread and can be full cleared in about 20 hours. Something to scratch the sci-fi/horror puzzle itch. Never finished the DLC but always heard good things about it as well!

I have also noticed this and have wondered why. I think it stems from the majority of the genre being mobile cash grabs while stellar games like the Gnorp Apologue and NGU Idle couldn’t be less predatory.
