Go to town hall meetings, AND ALL NEARBY TOWN HALL MEETINGS, tell everybody that "Targeted Rainfall Enhancement" (TRE) would REGULATE THE RAINY SEASON OVER the DESIRED LAND!!!!
Ask them to appoint a local engineer to study historic weather data to figure out where to plant!!!!
