For instance, my cat does not understand the human concept of kisses beyond Incoming Nose = Love. So every time she’s happy, she’ll smush her face or shove her nose into ours.

This is all a bluff. In past shutdowns they didn't get paid but Congress would authorize the pay anyways at that end. Trump passed a law to make it mandatory but I guess doesn't like his law anymore.

Yes this was apparent when they ended up having to ban away all the unfinity mechanic cards that had been made purely to get people to buy a joke set, and one of folks who contracted for wotc something like "it was worth the risk because it stood to increase sales on the set by 9 figures".

This has always been done but typically in a reverse fashion. Everything that's shown to a journalist is cleared for public release.
