I think "designed for" speaks to intent more than customer experience. For example, on one side, you have someone designing a car seat for comfort knowing that people will drive a more comfortable car. I tend to think of that as "designing a better product." On the other side...

Answering on behalf of design, with no expertise on addiction: it’s generally pseudo-scientific lazy language.

But I would only use that phrase if the *primary* design goal is capturing the user’s attention.
