If the government intends to use this list to prioritise resources, it must consider wider views on what kinds of growth we really need.

Front and centre should be areas of the economy that genuinely benefit people’s livelihoods and wellbeing and tackle the climate emergency.

The new β€˜growth minerals’ list lacks transparency on the political assumptions behind what sectors the government seeks to grow, esp in deliberately occluding estimates from defence sector – which our research has shown to be a large driver in demand.

The strategy also has a glaring blind spot on the need for the UK to reduce its demand for critical minerals overall.

While the strategy claims to be reducing the UK’s reliance on imports, this is impossible if we continue to massively increase our demand.

Yet human rights and protections aren’t mentioned at all, with nods only to Voluntary and Guiding Principles rather than any binding responsibilities on mining companies.

The trade policy levers outlined solely prioritise the UK’s access to markets.

We need a transformation away from the typical free-trade arsenal so global south countries can protect their industrial policy space, and ensure any mineral extraction causes the least harm possible.

Fighting climate change is impossible without an energy transition that makes the richest pay and puts power back in the hands of people all around the world.

The sooner the UK and other governments realise that, the better for us all.

This year, we won a mechanism that can keep the just transition fight alive at COP, while the UK undermined its focus on ending fossil fuels by frustrating our efforts and failing on finance once again.
