That's not how gifts work.
Surely, requesting that the severity of the punishment be more widely known is an implicit acceptance the deterrence does work.

If it didn't, what would be the point of teaching it in schools?
If the people arrested dealing coke are people that don't know the sentence ... wouldn't that suggest (very slightly) that deterrence might actually work, but only on those that know.

If the defendants knew the penalty and did it anyway, that would show that deterrence doesn't work.
