He's collected an extensive dossier on Angel, studied it thoroughly, and studied all the information on Angel's behaviors and likes that he can get his claws on. And while he knew Angel was stubborn and independent, none of this research indicated that he'd be so defiant.

Vox's "love language" is gift-giving, in no small part because he can show off his wealth and power that way. He isn't used to anyone rejecting his largess, and for the first few minutes he doesn't take the rejection well.
